Abstract
The paper presents the problem of divergence between private and social optimum of agricultural development. The private optimum is the effect of microeconomics rationality, whereas the social optimum is developed by macroeconomics rationality. The subjected divergence is caused by passing over side effects during the process of taking agricultural decisions by farmers. The policy objective is balanced this two categories of the optimum. Presently, the policy objective is becoming more complicated on account of the process of globalisation. On the one hand, the process of globalisation underlines global rationality, but on the other hand, it reduces possibility of national states activity, without forming effective political institutions in global range.
