Abstract
This paper is aimed at assessing the CAP reform of 2013. It has been assumed that the government policy is an effective and efficient tool used to tackle market failures present in agriculture. The article was prepared based on an analysis of EC documents and statistical data of the EU agricultural sector. Agricultural policy is supposed to be the state’s answer to market failures so vividly present in this sector of the economy. The same principle applies to the current CAP reform. Focusing on environmental aspects of market failure in agriculture is a move in the right direction for the renewed CAP. However, the proposed European Commission’s CAP instruments do not seem to be effective enough to tackle all problematic aspects of the relationship between agriculture and environment. Moreover, the other strategic goals of the current reform are not thoroughly presented and the instruments meant to support their achievement not as developed as those described in CAP 2007-2013.
